Child Safety Standards — Halinhinan
1. Commitment and scope
Halinhinan is provided by Saifullah Ahad. We maintain zero tolerance for child sexual abuse and exploitation (CSAE), including child sexual abuse material (CSAM), grooming, sextortion, trafficking, sexual solicitation of a child, or any content or behavior that sexualizes, exploits, endangers, or facilitates harm to a child.
Halinhinan helps neighboring households that share an irrigation channel plan, witness, and reconcile their turns. People share records with one another only when they deliberately connect their phones over the same local network or with QR codes. Those records carry the channel name, household names, signed turn records, witness answers, disputes and their resolutions, and proposals to change a household's share or membership. Halinhinan is a general irrigation coordination tool. It is not directed to children under 13, and it must not be used to contact, target, or exploit a child.
2. Prohibited use
The following are prohibited in Halinhinan:
- Using a household name, a channel name, or any other text in a shared record to describe, request, advertise, or share CSAM or any other content that sexualizes or exploits a child.
- Grooming, sexual solicitation, sextortion, trafficking, stalking, coercion, or planning harm to a child.
- Using a channel, a household record, or a shared schedule to identify, locate, track, threaten, sexualize, exploit, or endanger a child, including a child who lives in or works for a household on the channel.
3. Prevention inside Halinhinan
- Records move between phones only when a person starts a nearby exchange over the same Wi-Fi network or hotspot, or scans QR codes shown on another phone.
- Every household other than your own has a Report household action, both when you open its turn in the channel and in the Member agreements list of the carry-forward ledger. In the Evidence tab, every signed event and turn record from another household has Report signed event or Report turn record.
- Each of those households also has a Block household action. After you confirm, Halinhinan hides that household's schedule slots, ledger rows, signed events and share or membership proposals on your phone, and does not notify it. Settings, then Blocked households, lists every household you blocked, with Unblock.
- A dedicated Child Safety screen in the app gives these standards and the developer's contact address. Open Settings, then Child safety. The same screen has a Read the full Child Safety Standards button that opens this page.
Halinhinan has no public feed, profile, chat room, account, or hosted content repository, and a channel record moves only between phones whose users deliberately connect them. This limits exposure but does not reduce the prohibition or the duty to report suspected child exploitation.
4. How to report
If a child is in immediate danger, stop using Halinhinan for the matter and contact your local police or emergency services now.
- In the app: tap Report household beside a household that is not yours, either when you open its turn in the channel or in Member agreements, or tap Report signed event or Report turn record on another household's item in the Evidence tab. Your email app opens with a draft addressed to the developer that names the household or item, its identifier, and the channel. Describe your concern in the draft and send it.
- Block a household: tap Block household in the same place and confirm. Its items are hidden on your phone until you unblock it in Settings, then Blocked households.
- Email: send details to the designated child-safety contact at [email protected].
- Authorities: report suspected exploitation to the appropriate national or local authority. In the United States, reports can be submitted to the NCMEC CyberTipline.
Do not email suspected CSAM. Preserve the original location safely and follow instructions from the competent authority. A report is an email that you write and send yourself with your own email app; Halinhinan does not send a report on its own.
5. Response and cooperation
We review child-safety messages sent to the contact below and respond as promptly as reasonably possible. Halinhinan has no developer-operated server, account, or copy of channel records, so the developer cannot see, remotely delete, or suspend a household's records on a phone. Each person controls the records on their own phone and can remove a channel with Delete local records in Settings. Where information is available to us, such as the content of a report, we will preserve it appropriately, cooperate with lawful requests from law enforcement, report child sexual abuse material and other apparent child exploitation to the appropriate authorities, including NCMEC where required, and improve technical or policy safeguards when misuse is identified.
